Meet The Responsible Gambling Council staff who work across multiple departments, including RG Check, RG Plus, The Centre for the Advancement of Best Practices (CABP) and more.
Under the management of the CEO, RGC is organized into four departments:
- Research and Development, including The RGC Centre for the Advancement of Best Practices and RG Plus
- Standards and Accreditation, including RG Check
- PlaySmart Centre
- Operations, including Awareness Program Delivery, Finance and Administration
Shelley M. White, MA
Shelley White is one of Canada’s foremost visionary leaders, and has dedicated her life and career to empowering organizations that create better futures for thousands of people in their communities. In 2017, she became the new CEO of the Responsible Gambling Council (RGC).
Over the last 30 years, Shelley has also held a variety of executive positions also in the non-profit sector for the country’s most recognized and trusted national institutions, including United Way, Kidney Foundation of Canada and the YMCA.
Earning a reputation as a champion of social change, Shelley has received United Way Worldwide’s Common Good Award, the Queen’s Jubilee Award for outstanding achievement in voluntary service, Ontario’s Leading Women Building Communities Award, The Toronto Region Immigrant Employment Council (TRIEC) Champion Award, Volunteer MBC’s 2017 Bonnie Yagar Award for Community Engagement Leadership, and has been named one of Mississauga’s Top 10 Most Influential Leaders.

Janine Robinson
Director, Centre for the Advancement of Best Practices and Managing Director, RG+
Janine Robinson has specialized in the field of responsible gambling since 1998. As a leader in responsible gambling education and training, Janine has provided policy guidance internationally. Her advanced degrees in adult education, clinical care and community development, combined with a passionate interest in culture and gambling, bring a 360° perspective to RG solutions. Janine has also provided clinical care to people directly affected by problem gambling.
As the Director of RG Plus and the research and development programs of RGC, Janine combines creativity and rigour to create work that is innovative while being supported by the best empirical and practical evidence available. Janine brings workplace learning practices to responsible gambling programming, and academic discipline to creating and evaluating programs and guiding responsible gambling policies for the real world.
The RG Plus and Research team have deep knowledge in multiple research methodologies specific to gambling systems, and a deft touch at bringing the evidence to life through applied research.

Tracy Parker
Director, Standards and Accreditation
Tracy Parker is a corporate social responsibility professional specializing in the design, implementation, communication and evaluation of corporate social responsibility (CSR) programs including strategic development, stakeholder engagement and reporting and communications. Her career has focused on how businesses take responsibility and manages the social and environmental impacts they create.
Tracy’s most recent role was as Senior Manager, Policy & Social Responsibility at Ontario Lottery and Gaming (OLG), where she developed and executed strategy related to culture building, player education and responsible gambling policy.

Elaine McDougall joined RGC in November 2017 and is responsible for all of RGC’s marketing and communications activities.
Elaine is a marketing and advertising professional with twenty years of experience working in both advertising and non-profit sectors. With a focus and passion for delivering results, Elaine has spent the last 15 years of her career specializing in the gambling industry.

Lorelle has been a member of the RGC team since 2005. She has a B.Ed. in Adult Education from Brock University and a M.A. from Central Michigan University. Starting as a Service Coordinator at Fallsview Casino Resort, Lorelle has brought her expertise and passion for helping others to her role as Director, PlaySmart Centres. In that role, Lorelle develops and implements a suite of training modules to enhance PlaySmart Centre employee knowledge and expertise, as well as augmented player education content.

Trevor Ellis joined RGC in September 2018.
Trevor has worked in the UK and Canada holding similar leadership roles with non-profit organizations, most recently in the Money Management and Advertising sectors. His work experience has been focused on helping organizations improve their internal infrastructure leading to better client service delivery.
A CPA, CMA in Canada, Trevor also has a UK MBA.
